What is Military Flight Operations Quality Assurance?

A Department of Defense (DoD) Directive:

  “MFOQA builds upon a commercial aviation process that uses operational trend analysis of enhanced flight data to better identify hazards, to increase operational efficiency, and to provide more effective risk management.  The MFOQA process has the potential to reduce aircraft flight mishaps.  It includes enhanced, real time aircraft flight data collection, and the use of automated flight data to improve aircrew performance through flight performance feedback.  As part of the MFOQA process, quantitative aircraft systems information will be provided to maintenance personnel to enhance fleet-wide operations and mission readiness.”

A MFOQA system uses aircraft data downloaded after every flight to provide the aircrew, squadron, and fleet with timely, quantitative information regarding aircrew and aircraft performance to improve maintenance, operational readiness, safety, and training.  The data typically consists of measurement of the aircraft's state (i.e., heading, altitude, position, time, and airspeed) and systems operation (i.e., temperatures, pressures, and loads) recorded at regular intervals and of sufficient precision to allow reconstruction of the continuous operation of the aircraft over the course of a flight.

Applicable data is imported and processed to provide actionable information for mishap reduction and improved operational readiness, including the identification of potential precursors of mishap causal factors.  Overall system functionalities include post-flight data analysis, reporting and animated debriefing, aggregate analysis, trending and reporting as per user selectable criteria and data query capabilities.  These functions are made available, for aircrew, aircraft maintenance personnel, and decision makers at the squadron and higher command levels.  Additionally, the system is capable of supporting mishap investigations with its analysis and animation functions.

The MFOQA system enables a knowledge management process that uses flight data downloaded after every flight to provide the aircrew, maintainers, and squadron leadership with timely, quantitative information regarding aircrew and aircraft performance to improve maintenance, operational readiness, safety. and training.  The concept is based on the successes in the civilian airline industry with Flight Operations Quality Assurance analysis and is endorsed by all five uniformed military services.
